One of the petitioners, Ashwini Upadhyay, watered down his demands and said the court should at least send the issue for a thorough examination by the Law Commission, which after completing scrutiny of the issue from all aspects and ground situation could give a report to the government, which could then decide whether or not to bring a bill based on the commission’s recommendation, he said.
