SC: Can Constituent Assembly speech be a binding pledge?

The Supreme Court of India questioned whether a speech made by a member of the Constituent Assembly can be considered a binding commitment of the nation. The question arose during a hearing on the scrapping of Jammu and Kashmir's special status under Article 370. The petitioner argued that J&K was promised internal autonomy by the framers of the Constitution.
