Chief Justice Chandrachud on Saturday expressed concern over 'bail as a rule, jail an exception' principle losing ground in trial courts and said district judges must reverse the trend as well as public perception by giving due importance to citizens' personal liberties. Speaking to a pan-India congregation of district judges at Kachchh in Gujarat, he said, "There is rising apprehension that district courts are increasingly reluctant to entertain matters concerning personal liberty."
